2. Functions
To advise and assist the leadership of the Institute in the areas of professional work on personnel organization, human resource development, regimes and policies, wage labor, administrative administration, archives the activities of mass organizations and other relevant social policies, management of infrastructure, materials and assets of the agency.

3. Tasks
1. Formulating staffing plans, personnel planning, organizational structure, short-term and long-term staff training for research work.
2. To work out plans on wage labor, recruitment, appointment and arrangement of the contingent of officials and laborers;
3. To formulate, promulgate, and supervise the observance of the rules, regulations and charters to ensure the operation of the agencies strictly according to the State's regulations. To strictly abide by the Ordinance on Archives and Ordinances on the Protection of State Secrets.
4. To carry out the personnel management, the labor wage regimes, the inspection and labor safety, emulation and commendation, military, fire and explosion prevention and combat as well as other regimes and policies strictly according to regulations. gorvernment's.
5. Infrastructure management: working house, collective housing, workshop, electricity and water system, work equipment, and other assets; To manage and operate the facilities serving the Institute's leadership and cadres; To manage and serve domestic and foreign customers in accordance with current regulations;
