2. Functions:
To advise and assist the Institute's leaders in managing the following tasks: orientation, scientific plan, raising the potentials of science and technology, information, training, international cooperation and technology transfer on vegetables and fruits. flowers and bonsai. Participate in management of materials and equipment for research work.

3. Duties:
1. To assume the prime responsibility for formulating programs and plans for scientific and technological activities as well as short-term and long-term international cooperation of the Institute.
2. To guide the units in elaborating the outlines, research contents and elaboration of cost estimates strictly according to the State's regulations.
3. Examine, supervise and evaluate the contents, implementation progress and acceptance of scientific and technological activities of the Institute.
4. Participate in the management of materials, assets, equipment for research.
5. Participate in the planning and management of training, information, library publishing, serving the scientific and technological activities of the Institute.
6. Participating in organizing scientific conferences, seminars, training, technical training.
7. Develop a plan for the training of highly qualified staff for the research work of the Institute.
