2. Functions:
To advise and assist the Institute's leaders in elaborating the annual financial plan, accounting, management and utilization of the Institute's financial resources. To well implement the Budget Law and the expenditure regime promulgated by the Ministry of Finance. Supervising the management and use of the Institute's financial resources.

3. Duties:
1. Exploit, manage and use the State budget sources, revenues from technology transfer activities of the Institute.
2. To elaborate financial plans and organize the cost-accounting according to financial regimes of non-business units with revenues and balances of revenues and expenditures to meet the activities of the Institute.
3. Organize the inspection and control of finance and accounting work of the units attached to the Institute. To inspect the management and use of various kinds of property supplies; To inspect the implementation of the discipline of budget collection and remittance, the payment discipline and the regimes and policies of the State;
4. Make periodical and extraordinary monthly and yearly reports to the leaders of the Institute.
5. To approve the annual financial estimates and settlements for the superior units.
6. To advise the Director on measures to save and combat wastefulness, to use the funds for the right purpose and effectively to continuously improve the accounting work in the Institute.
